Issue

Cluster peer health intermittently becomes unhealty without explanation.
Ping to assigned gateway fails, but ping from gateway to Intercluster LIF IP succeeds.
Disabling and re-enabling the Intercluster LIFs or their ports immediately restores cluster peer health and ping for a period of time.
