CONTAP-621492: Cluster peering with encryption fails when only DHE+PSK TLSv1.2 cipher suites are allowed

Issue

When a cluster is configured to allow only a restricted, security-hardened set of TLS cipher suites (for example, enabling only DHE+PSK suites and removing weaker PSK-only options), encrypted cluster peering may fail. The peer relationship can remain “Unavailable” and logs may show TLS negotiation errors such as “no shared cipher” / “handshake failure.”
