System Manager is not available through the cluster-mgmt LIF after reboot or upgrade

Issue
- After a reboot or ONTAP upgrade, ONTAP System Manager cannot be accessed from the cluster-mgmt LIF
- All instances of sysmgr.log are empty(0 bytes) since the reboot
- Errors such as the following are observed in apache-error.log after the reboot:
