System Manager is not available through the cluster-mgmt LIF after reboot or upgrade

Issue

  • After a reboot or ONTAP upgrade, ONTAP System Manager cannot be accessed from the cluster-mgmt LIF
  • All instances of sysmgr.log are empty(0 bytes) since the reboot
  • Errors such as the following are observed in apache-error.log after the reboot:
    • [Sat Apr 02 00:41:14.234953 2022 +0000] [dot:error] [pid 10093:tid 34568812032] DOTSQL: Failed to form the client connection to remote address localhost:9099 because of error 61.
      
      [Sat Apr 02 00:41:14.234968 2022 +0000] [dot:error] [pid 10093:tid 34568812032] DOTSQL: Failed to connect to host localhost: Connection refused.
      
      [Sat Apr 02 00:41:14.234972 2022 +0000] [dot:error] [pid 10093:tid 34568812032] DOTSQL: Failed to send client BYE message: Invalid argument.
      
      [Sat Apr 02 00:41:14.234976 2022] [dot:warn] [pid 10093:tid 34568812032] Cannot configure the cluster proxy balancer: Failed to query for cluster LIFs: Failed to connect to query server: Connection refused.
