CONTAP-777005: Add Role section in ONTAP System Manager doesnt show any options
Issue
- ONTAP System Manager GUI doesn't show most options while trying to create user/roles
- Clearing cache/changing browser/using Incognito/upgrading ONTAP to ensure TO/GB doesnt work
