CONTAP-770505: System Manager Cannot Save Changes to Offline FlexGroup Volumes

Issue

When a FlexGroup volume is offline, System Manager disables Save in the volume edit dialog. This prevents changes to volume attributes, including size, QoS policies, quota settings, and capacity balancing.
The REST API OPTIONS response for the volume omits the size.range information required by System Manager, even though the request returns {}HTTP 200 OK{}.
