Issue

Under a high FlexGroup Snapshot workload, Snapshot creation can time out during the preparation phase. Failed Snapshot operations can prevent recovery point objectives (RPOs) from being met.
When Snapshot creation overlaps with aggregate relocation, the relocation operation can stop progressing and the node can restart with the following panic string:
Aggregate Relocation hung in wafl while doing SENDHOME_DOING_COMMIT.
