Issue

During aggregate giveback, the operation can hang while waiting for volumes to become available. In the observed case, snapshot processing left two volumes fenced, preventing giveback from completing. The system may report {}Giveback hung in wafl while doing SENDHOME_DOING_COMMIT{}.
