Unable to set FIPS key ID for SEDs

Issue

When applying NSE-AK for FIPS mode on drives a message is displayed:
 
::> storage encryption disk modify -disk * -fips-key-id 00000000000000000200000000000xxxxxxxxxxxe0000000000000000
 
Error: command failed on disk "2.0.5": The FIPS-compliance key of a non-FIPS-certified SED may be set only to the manufacture secure ID, using key ID "0x0".
