Cluster create fails due to cluster port L2 connectivity issues

Issue
- Cluster create fails due to cluster port reachability:

Use the "network port reachability show -detail" command for more details.
- Cluster ports are up and configured correctly.
- Cluster LIFs are configured on the ports.
- No L2 Reachability for any cluster ports.
- Shared RCF is applied correctly.
- RCF, NX-OS and ONTAP versions are supported via the Cluster Switch Matrix.
