Upgrading from SANnav 2.2.2 or below

Issue

When upgrading SANnav from 2.2.2 or below, you Cannot do a direct upgrade from 2.2.2 -> 2.3.1a. 

The upgrade will go through successfully, however the databases and config would not migrate.
