ISL Authentication fails after FOS upgrade

Issue

The ISL ports would establish the trunk and attempt authentication, eventually failing with outlined errors.

SWITCH01: 

2025/01/31-13:18:20 (PST), [AUTH-1044], 34116, SLOT 2 | FFDC | FID 127 | PORT 3/1, ERROR, SWITCH01, Authentication Retry timeout. Disabling the port 1.

SWITCH02: 

2025/01/31-13:18:28 (PST), [AUTH-1050], 91841, FID 127 | PORT 0/42, ERROR, SWITCH02, Port 42 has been reset, because authentication stage is conflicted with the peer.
