AFF A400 e3x ports do not link up with BES-53248 cluster switch on fixed EFOS version

Issue

Links do not come up between the cluster ports on the X1151A card in slot 3 of the AFF A400 and BES-53248 switch ports running EFOS 3.7.0.4 or later.
