Replacement E-Series E2800 controller goes into reboot loop and locks down with OE LU status

Issue
- After replacing E2800/EF280 controller in a 11.30.x setup, the replacement controller reboot loops after attempting to auto synchronize (ACS) its SANtricity OS to match the original controller (11.30.x).
- The following messages are logged right before reboot, which indicate the controller is attempting to ACS its firmware:
