Replacement E-Series E2800 controller goes into reboot loop and locks down with OE LU status

Issue

After replacing E2800/EF280 controller in a 11.30.x setup, the replacement controller reboot loops after attempting to auto synchronize (ACS) its SANtricity OS to match the original controller (11.30.x).
The following messages are logged right before reboot, which indicate the controller is attempting to ACS its firmware:
