E-series storage array reports a controller is removed while it is actually inserted

Issue
- The controller is physically present in the slot, and the controller chassis displays an amber light.
- All the lights on the affected controller are turned off including the Seven-segment display.
- There is no serial output from the affected controller.
- The Recovery Guru reports:

- The Major Event log shows multiple instances of this pattern:
Temperature sensor removed
Controller removed
Degraded wide port becomes failed
Controller wide port has gone to failed state
Drive tray path redundancy lost
Dedicated mirror channel failed
Start-of-day routine begun
Start-of-day routine completed
