Unable to discover or backup database after upgrading Oracle

Issue

SCO is unable to discover or backup the database after upgrading Oracle from v.12.2 to 18.3.
In SCO UI the database shows as 'unavailable for backup' and it lists the old db version.
During a Backup, SPL log generates the following errors:

2022-05-09T09:53:47.0000184+02:00 DEBUG     DRes-DB1 c.n.o.c.s.d.OracleDatabaseStateService - failed to complete method findCurrentDatabaseState  with JVM free memory 1.2 GB and used memory 368.0 MB.
2022-05-09T09:53:47.0000189+02:00 ERROR     DRes-DB1 c.n.o.c.s.d.OracleDatabaseStateService - An exception thrown during the execution of method findCurrentDatabaseState and the exception message is ORACLE-10002: Error received from connection to Oracle database DB1: ORA-12547: TNS:lost contact
