SCE restore succeeds despite Exchange Database's overwrite option being disabled

Issue

A restore was attemped on an Exchange database, expecting the restore to fail, due to having the option "This database can be overwritten by a restore" disabled on that database.  However, the restore did restore, i.e. overwrite the database.
