NAS bridge upgrade from 2.2.1 to 2.3.1 fails

Issue

NAS bridge upgrade from 2.2.1 to 2.3.1 or from 2.3.1 to 11.4 can fail with the log showing following error:
 
Installation finished. No error reported.
[Task]
Preparing data
Flushing mysql host cache
Flushing mysql thread cache
Flushing mysql tables
Clean shutdown in progress - purging all
data, please don't interrupt
Shutdown signal sent to server;  Waiting for pid file to disappear
Mysql shutdown complete
Starting
mysql again
Verifying mysqld service, will take upto 2 minutes
mysqladmin: connect to server at 'localhost' failed
error: 'Can't
connect to local MySQL server through socket '/var/run/mysqld/mysqld.sock' (111 "Connection refused")'
Check that mysqld is running
and that the socket: '/var/run/mysqld/mysqld.sock' exists!
Mysqld is down, restarting in 5s
mysqld is alive
Mysqld is unstable,
failing upgrade
ERROR: Failed flushing database
