CSG-11984: User access slow after rebooting

Issue

Users belonging to a large number of groups are facing slowness for random S3 operations, caused by slow responses to get_accesskey calls.
 
To confirm this issue is hit go to Support > Metrics > Account Service Overview. Average Time for get_accesskey operations is measured in seconds, while Average Time for get_accesskey operations was much lower before the reboots.
