Issue

SnapCenter plugin fails due to Message Queuing has not being installed with following error can be seen in SMCore_Package.log

ERROR: Enable Message Queuing failed. Check the SMCore_Install log in the Windows Temp (%temp%) folder for more details.

CustomAction EnableMessageQueuing returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)
