Unable to connect to Snapcenter Server during SCSQL backup

Issue

SCSQL backups of databases hosted on VMDK disks randomly fail.

SCV vmcontrol log shows the error:
Unable to connect to SnapCenter Server: Connection timed out (Connection timed out)

Snapcenter SnapManagerWeb log shows the error:
'Unable to connect to the remote server ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it 10.10.10.10:8144'
