Issue

SnapCenter upgrade from 4.7 to 4.8P1 gets stuck at the "Staging" step.
 
Error seen in InstallShield.log:
 
Running parcel operation for parcel {A9AC1303-F1DD-476D-81E2-5FE1639A6858}
Transaction: parcel returned error status 80010100
Transaction: finished running parcels, will roll back transaction
End transaction result: 1
Engine: error 80010100 while running parcel operations
