SnapCenter cannot detect fan-out relationship during a failover disaster

Issue

During a failover scenario in the following environment:
StorageA -> StorageB (Active Sync SnapMirror)
StorageA -> StorageC (SnapVault)
When StorageA is down, and StorageB takes over, SnapCenter is not able to trigger SnapVault update on a Fan-Out Relationship.
