SCO clone gives ORA-1017 after upgrade, but the password hasn't changed

Issue

The cloning process of the Pluggable Database (PDB) fails (SCO) attempts to clone the temporary Container Database (CDB) clone with the SID SC<JOBID>. The failure occurs during the recovery phase of the cloned database

ERROR qtp60320598-25 c.n.o.c.s.r.RecoveryService - An exception thrown during the execution of method recover and the exception message is ORACLE-10005: Cannot connect to database instance <SID> using JDBC connect string jdbc:oracle:thin:sys/XXXXXXXX@(DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)(HOST = <Host_Name>)(PORT = 1521)))(CONNECT_DATA = (SID = <SID>))). Error: ORA-01017: invalid username/password; logon denied
