Oracle (or other appliactions) on Windows Failover Cluster cluster group with shared disks (MSCS style)

Issue

When having scheduled file system backups for clustered, shared disks in a Windows Failover Cluster,
the pre- and post-scripts are always run on the node that has the cluster quorum group, not necessarily
on the node that has the cluster group with the disks.
 
This becomes important when using SnapCenter with File system backups on an Oracle MSCS style cluster,
since Orcale should be quiesced before teh Snapshots and unquiesced after.
