Open-SMConnection fails with "permission denied" on spl.properties

Issue

When attempting to run ./sccli open-smconnection, permissions are denied for the spl.properties file.  The error resembles: 
java.io.FileNotFoundException: /var/opt/snapcenter/spl/etc/spl.properties (Permission denied)
