Installation or upgrade using Snapcenter 4.9 and later fails with "Fatal error"

Issue

New installations of SC 4.9 and later, or SC upgrades to SC 4.9 and later, fail with error Fatal error during installation.

The following additional errors can be seen:
 
InstallShield.log
(CLR Action): GetMySqlConnection: Error: MySQL Exception occured: Threw Exception.Type: Devart.Data.MySql.MySqlException, Exception Error Code: 0x80004005, Exception.Message: Can't connect to MySQL server on 'localhost' (10061):
No connection could be made because the target machine actively refused it 127.0.0.1:3306
(CLR Action): ExecuteNonQuery: Error: MySQL Connection is invalid.
 
MySQLInstaller_<Date_Time>.log
Install MySQL Server.Log: Installation : Failed to start process for MySQL Server <Version>
Install MySQL Server.Log: Installation : Database initialization failed.
Install MySQL Server.Log: Installation : Configuration of MySQL Server <Version> has completed unsuccessfully! (Check the log for more details)
Install MySQL Server.Log:: ERROR: SET PASSWORD: Exception: Can't connect to MySQL server on 'localhost' (10061):
No connection could be made because the target machine actively refused it 127.0.0.1:3306
 
SMS_Install_<Date_Time>.log
StartService: ERROR Cannot start service: Time out has expired and the operation has not been completed.
WiXCSCA: RestartService: StartService: ERROR: Cannot start MySQL57 service
WixCSCA.ConfigureMySqlServer: MysQL Service restart is failed
MySql: SetMySqlRootPassword: Exception: Can't connect to MySQL server on 'localhost' (10061):
No connection could be made because the target machine actively refused it 127.0.0.1:3306
CreateDB: CustomAction1: ERROR : EXCPTION: Unable to start MySQL service: Time out has expired and the operation has not been completed.
 
 
 
NOTE:  The upgrade process may appear to complete, however when attempting to access the SnapCenter UI, the following errors will be seen in the web browser:
  • If accessing the SnapCenter UI from the SnapCenter server:

SnapCenter repository is not accessible. Error: The Entity Framework provider type 'Devart.Data.MySql.Entity.MySqlEntityProviderServices, Devart.Data.MySql.Entity.EF6 , Version=8.5.658.0, Culture=neutral, PublicKeyToken=09af7300eec23701' registered in the application config file for the ADO.NET provider with invariant name 'Devart.Data.MySql' could not be loaded. Make sure that the assembly-qualified name is used and that the assembly is available to the running application. See http://go.microsoft.com/fwlink/?LinkId=260882 for more information.
