DB2 SCC plug-in backup or discovery fails : database is in write suspension

Issue

When trying to backup a DB2 database, the backup fails with the following error in the DB2_<JOB-NUMBER>.log:
 
ERROR  [pool-12-thread-1] 42 com.netapp.snapcenter.plugin.DB2.DB2Logger -SQL1552N  The command failed because write operations for the database are
suspended or are being suspended.
SQL1552N  The command failed because write operations for the database are
suspended or are being suspended.
SQL1024N  A database connection does not exist.  SQLSTATE=08003
Explanation: There is no connection to a database. Other SQL statements cannot be processed unless an SQL CONNECT was previously executed.
