Attempting to upgrade the SnapCenter Linux Plug-in to 4.5 fails

Issue

While attempting to deploy the 4.5 plug-in to a host with version 4.3 of the plug-in, the following error occurs:
SC error: Installation of the package "snapcenter_linux_host_plugin.bin" failed
 
When upgrading from 4.4 to 4.5, seen in the Details view of the Job was also:
1. The plug-in services might be down. Ensure that the plug-in services are and and running before adding a host.
2. The port 8145 is in use on <HOST_FQDN>. Configure a different port.
or alternatively:
The plug-in package is installed on the port $ and not on port 8145 for the host <HOST_FQDN>. Add the host using the port $ and ensure that the plug-in services are up and running.
despite there being no errors in the installation log, and the SnapManagerWeb log from the Job showing:
Installation of the package "snapcenter_linux_host_plugin.bin" was successful on the host "<HOST_FQDN>". Installation logs have been placed under the directory "/var/opt/snapcenter/logs/" on the host.
