CXPLAT-1266: SCV does not handle properly some SnapMirror fan out relationship

Issue

Issue is seen when the fan out relationship is configured to update snapshots with two labels (i.e _hourly and _daily ) to both destination volumes and snapshot with only one label (i.e _hourly) to only one destination volume.
In this configuration snapshots with both labels are transferred on both destination volumes
