CXPLAT-1150: SnapLock Expiry Time differs from 24 hours depending on timezone of SCV

Issue
When running SnapCenter Plug-in for VMware vSphere (SCV) backup job with
"Enable Snapshot Locking" policy, "SnapLock Expiry Time" of the Snapshot copy
created by SCV backup job becomes 24xN hours + (time difference from UTC of SCV)
instead of 24xN hours
Example:
If timezone of SCV is UTC+0900 and "Locking Period: 1 Days" is used,
"SnapLock Expiry Time" becomes 33 (24+9) hours after
