CSNAPC-8511: Unable to switch Host credential password based to SSH key-base credentials after installation

Issue

When attempting to switch from password-based authentication to SSH key-based authentication on an existing host the plugin fails with error:
ErrorMessage Either the host <hostname> is not reachable or access to the host is denied. Check if the connection to the host exists and verify if the specified credential has permissions to access the host.
