CSNAPC-8301: Hourly scheduled backup in SnapCenter 6.x shift when a DST change happens

Issue

When using Hourly scheduling, with more than one hour between backups, the backups shift by one hour visibly when DST comes and goes.
When DST is introduced in the spring, the backups run one hour late compared to winter time.
When DST is ending in the autumn, the backups run one hour earlier compared to summer time.
If it truly runs hourly, then with the DST jump, one backup is missed, but since tha time between 2am and 3am doesn't truly exist, that is to be expected.
However, on change away from DST< you may see two backups with almost identical time stamps due to anything scheduled from 2:00 to 2:59 running twice, since that time period is actually run through twice in real time.
