CSNAPC-11522: SC 6.2.1 (and 6.2.1P1) backup schedules won't be created if policy with verification is used

Issue

After upgrading SnapCenter from SC 6.1 to SC 6.2.1P1, when the customer edits and saves an existing Resource Group:
1. Duplicate entries are created in `nsm_datasetpolicy` table — each policy gets TWO rows (one with HostId=NULL, one with actual HostId) instead of one.
2. Backup schedule trigger is not created in `qrtz_triggers` table — only the Verification trigger exists.
3. The Backup trigger is missing, so scheduled backups never fire.
