CSNAPC-11432: Snapshot lock expiration missing for secondary backups in cluster setup

Issue

Snapshot lock expiration is not being set or reported for secondary backups in SnapCenter under certain policy configurations. The issue occurs when Windows Failover Cluster hosts are included in the Resource Group being backed up. During secondary replication workflows, SnapCenter fails to apply the SnapLock expiration on secondary snapshots even though the policy has SnapLock configured. This behavior matches a previously reported issue (CSNAPC-10472) that was expected to be fixed.
