CSNAPC-11104: NFS storage discovery fails after restart of SMCore or reboot of SnapCenter Server

Issue

The following errors occur on Unix based, NFS using backups:
Backup of <RESOURCE_GROUP> using policy <POLICY_NAME> on <HOST_FQDN> failed with error: Failed on '<SNAPCENTER_FQDN>':
Activity 'Storage Discovery' failed with error: Failed to get the storage system for host resource.

Or after upgrading to joint-ONTAP-ANF supporting version:
ANF volumes are not present in the registered NetApp account or fetching volumes from the NetApp account has failed with the error
System.Exception: Failed to get the storage system for host resource
