CSNAPC-10673: ORASCPM (Oracle Applications) plug-in fails a backup when instance tablespaces are offline

Issue

During the unquiesce process of the backup, ORASCPM runs (SQL*Plus): `alter database end backup;` via SQLPlus, which gets the following response:
`ERROR at line 1:`
`ORA-01260: warning: END BACKUP succeeded but some files found not to be in backup mode`
This happens when one or more of the instances' tablespaces are not online during the backup.
This fails the entire backup, even if the offline status of some tablespaces are wanted.
