CSNAPC-10670: Credentials assigned for resources for SnapCenter custom plugins do not populate for all users

Issue

The credential configured by an admin user is not visible or usable to users assigned to the custom operator role, resulting in authentication failure during backup. Granting the operator role "Update" permission resolves the issue but defeats the purpose of restricting the user to backup‑only operations.
