VASA Provider: Enabling VP triggers error "Unable to connect to VMware Profile Driven Storage Service"

Issue

When attempting to enable VP or SRA from the OTV Settings, the following error can be seen:
 
Error updating capabilities, due to internal processing exception: Unable to connect to VMware Profile Driven Storage Service. Please verify that the service is running appropriately on vCenter Server
