Issue

During the OTV Upgrade from 9.11 to 9.13 fails with error: 

Could not start Derby Database Service required for VASA provider service. Exiting. . .   . . . failed! 
failed!
Command failed. 
rbash: /opt/netapp/vscserver/log/maint-audit.log: Permission denied
