SRA command 'prepareFailover' failed

Issue

SRM failover fails when the OTV appliance on the source site is down with:

Failed to demote source devices. SRA command 'prepareFailover' failed. Internal error: 500 Can't connect to xx.yy.zz.17:9083 (Operation timed out) at /srm/sra/command line 382.
