COTV-7647: Upgrade failure leaves ONTAP tools in a partially upgraded state

Issue

During a OTV10.3 upgrade for a three node HA cluster, the following issue is seen:

  • During the primary node reboot, the dpkg packages roll back to 10.3 dpkg packages
  • The secondary nodes retain the 10.5 dpkg packages
