NetApp Active IQ Management Server Service unable to start on Windows platform

Issue
- When starting the NetApp Active IQ Management Server Service in Active IQ Unified Manager 9.11+ for Windows, the service fails to start. Reviewing the server.log at
C:\ProgramData\NetApp\OnCommandAppData\ocie\log\server.log
the following error is observed:
Caused by: java.sql.SQLNonTransientConnectionException: Could not connect to address=(host=localhost)(port=3306)(type=master) : Client does not support authentication protocol requested by server. plugin type was = 'caching_sha2_password'
- Running the following query in MySQL shows that the jboss user is set to use
caching_sha2_password
authentication protocol plugin:
