Failed to start services after upgrade because db schema was not updated

• ActiveIQ Unified Manager 9.12 OVA
• Upgrade to ActiveIQ Unified Manager 9.13 OVA (AIQUM)

• The upgrade is successful
• Services do not start and time out after 1 hour
• Error seen in /var/log/ocum/ocumserver.log:
