AIQUM services not starting after reboot

Issue
- After reboot AIQUM does not come back up and unable to access the web GUI
- Accessing the OVA console it will show service status as
Not running
- After another reboot it takes 1 hour for the appliance to boot
- Manual start of
ocie
service does not work and takes about an hour to timeout
