CAIQUM-8997: Active IQ Unified Manager OVA upgrade to 9.18P1 or newer fails with base-files package error requiring merged-/usr filesystem
Issue
- Active IQ Unified Manager OVA installations can fail to complete an upgrade when going to 9.18P1 or newer.
- Similar errors may be seen.
