How are volumes with non-UTF-8 character names created as mentioned in the Active IQ Unified Manager release notes?

It is not possible to create volumes with names using non-UTF-8 characters.

Additional Information

In the "What’s new in this release" section of the Active IQ Unified Manager 9.14 release notes , there is a statement that "Support for non-UTF-8 characters is not available for the volume names," however, it is not possible to create volumes with names using non-UTF-8 characters.
