High CPU utilization with many concurrent 'block ownership' scanners

Issue

  • Transition (TDP) replication from 7-mode to C-mode is slow.
  • There are many background processes running such as: NDMP, schedule snapshots and snapmirror.
  • WAFL scans are taking a lot of CPU time in wafl_exempt and causing delays for "Kahuna" domain to run. 
  • The Kahuna is a Serialized WAFL and on an average it is more than 80% utilized.
