OpenStack: Cinder volume creation takes an abnormal length of time

Issue

Cinder volume creation takes overly long  to complete.  Examples of long cinder volume create times are:

  • An "empty" Cinder volume (one not based on an image), could take 60+ seconds to create
  • A Cinder volume based on a small cirros image, takes 7-8+ minutes to create
    • This is even with image-volume cache enabled and the Cinder driver pulling from cache
