Issue

Post Azure freeze maintenance events node hasn't come back automatically. Observed the EMS message

[node-01: cf_main: cf.fsm.autoGivebackAttemptsExceeded:EMERGENCY]: Failover monitor: Automatic giveback is being disabled due to exceeding 2 attempts in 60 minutes.
