CVO does not recognize CPU of over 16

Issue

When CVO is set up using an instance of 64 CPUs, it recognizes as few as 16 CPUs.

Example:

Using "m5.16xlarge" (AWS) instance.
"m5.16xlarge" has 64 CPU.
